Abstract:

Open government data is a crucial step toward transparency, efficiency, and digital transformation in public administration. Widely accessible and open governmental data can help decision makers and governmental administrators gain insights that allow them to improve the effectiveness of government services and processes. In addition, having open access to governmental data allows citizens to be better informed: With open data, citizens can obtain answers to questions related to government processes and decisions that, in turn, fosters transparency and increased trust in public institutions.

More recently, governmental open data serves as an important source for machine learning model development: Governmental open data, especially document data, can complement other open Internet data, such as Wikipedia articles and social media content, in training language models.

This tutorial provides a comprehensive guideline for developing open data from Thai government documents. The session is designed to equip participants with knowledge on structuring, processing, and publishing government documents as open data while ensuring compliance with relevant legal frameworks.

The session will be structured into three main parts:

  • Regulatory and Legal Frameworks: A discussion on key Thai laws governing government data disclosure and privacy protection, including the Prime Minister’s Office Regulations on Government Documentation (1983), the Official Information Act (1997) and the Personal Data Protection Act (2019). This section will help participants understand which types of government documents can be disclosed and the legal constraints associated with open data initiatives.
  • Data Structuring and Processing: Practical guidelines for formatting Saraban documents into structured datasets, including metadata tagging, data standardization, and document categorization. Participants will learn how to design datasets that adhere to international open data standards while maintaining data integrity and usability.
  • Automation and AI-Driven Tools: Introduction to machine learning models for document classification, named entity recognition (NER), and signature detection, which can be used to automate metadata extraction and enhance document accessibility. The tutorial will feature a live demonstration of Docugym, a web-based application developed for managing, tagging, and validating Saraban open data.

By the end of the tutorial, attendees will have a clear methodology for implementing open government data policies in their respective organizations, ensuring compliance with privacy laws while enhancing accessibility and interoperability.
